If this is real life then 18 and 23 are already on a different part of their life, older guy graduated university already and the other is just starting. Its icky for the older person to be dating someone who is barely an adult, being 18 doesn't necessarily mean you're automatically thinking like an adult. Same with 23 and a 28 years old.
