Oh that's like actually explainable. Sometimes wiring can carry a tiny induced voltage, enough to make certain bulbs glow/flicker weirdly. Residual stored charge Some bulbs (especially LED or CFL) can still flicker briefly even during a blackout because internal components or wiring can hold a tiny leftover charge.
