For me, both are wrong. I'm someone who believes when you have 'unfinished business' you can't expect your partner to continue to understand. It's your problem, only you can solve it, but if there's no awareness from yourself how are you going to heal.
Inwoo does need a little slap. I understand it's hard, but if you don't move forward you're not only hurting yourself but also those around you. It's not fair that Jiho should always understand, when he sees his loved ones getting 'sick'. Jiho's only fault was the way he confronted Inwoo's problems, but it was only natural when he started to get worried, anxious and tired.
Jiho also had a problem with fear of his father. But Jiho saw that his fear was also hurting Inwoo, so he wanted to try to fight his fear and face his father. So, it's not fair people ponting finger at Jiho, it's not easy to be in Jiho position. If you don't have strong feelings or determination, you can get drag with their fear & negative emotion.
