To be fair, Shuraka had other retainers to help raise him. Had his own parents, butler etc. He was also already intelligent and pretty independent when they met. In Dawn of the Dragon, the the dragon-child didn't have emotions, intelligence or basic understanding when they met. And he literally raised him solo, so everything was dependent on the bottom (forgot their names)
