Pacing... I think, everythjng's moving too fast, getting resolved too fast
I’d say more like not well thought conflicts and resolve. Take the thing about the empress making a trade forcing territory to suffer and her excuse they wanted to help and do something about it but couldn’t because of the nobles taking initiative and messing their initial plan of imposing import taxes etc hmmm ok how about offering aid during winter and food supplies when your plan didn’t work, or helping with approving a loan or at least reaching out asking how to help with the most dire needs. Furthermore, now that the territory is doing well the empress is like ok now I can invest in it here’s rail roads so we can make more profit. The FL heard the sob story and instantly thought oh she did care but couldn’t do anything oh she is not as bad as I thought. While it was fast resolved to me it felt more forced and not well thought at all. Ive read fast paced stories but they made sense this doesn’t.
Ohh yeah, that too, everything's getting glossed over and saying sorry to everything was like the band aid solution, I also don't get the angle from the empress it's like she just surrounded herself with capable people and that's it, I don't feel like she's really capable I feel more like she's the villain but the author is pushing the narrative that she's just "eecentric" and it's supposed to be her plot armor even having no consequences to almost letting the north die out like you said, and yeah it's not making sense.... at this point I'm only here for ml and fl I want their romanceeeeლ(´ڡ`ლ)

This, especially when the empress is told to us by the FL snd the 1st season to be extremely smart and capable. She was someone who chose people based on how they could help her. But suddenly, she was surrounded by people and had no idea how to fix the situation? Made zero sense to me. And it made even less sense for her to want to befriend the FL. I'm all for women supporting women but it doesn't make sense in the story context.
