Cats first heats are very early on in their lives. In this "fictional cat world", this would be the equivalent of a 10-13 year old.

You really said ts with your whole chest like it’s not literally PUBERTY for animals.. if youve had a cat since it was a kitten, and didn’t spay or neuter it, you’d notice very clearly that a cat is still small when they start having heats. Ive had my cats since they were barely weaned, and I got them at different times, but they were still both less than a year old when they started getting them.. idk if you've read the ones about their kids, but that fact is still very alive in this universe, and they clearly still look PUBESCENT when they first start getting their heats…

In the wild cats do not gaf how young the other cats look, but clearly in this manga’s world, similar to ours, some if not most cat… people prefer to not be with people experiencing the equivalent of their first periods.
