I may be wrong but I think that's one of those ones that were never picked up by an English scan team. I think Chibi Manga (now dead) considered picking it up at one point, but never did. I don't know if there's a licensed digital version available online through a publisher.

Dude I feel you. Back in the day I used to look high and low for translations of Never Give Up! and Tenshi 1/2 Houteishiki. Always disappointing when you can't find it
