Because that would leave him in a vulnerable state, just like in vol 1 when he stressed him out with the stalker thing. He hopes to be there for Shou to depend on him, feel like he can depend on him and open up to him, when that happens.
Fukusuke basically creates problems and bad situation just so he can play savior/dependable lover at just the right time to sway Shou.
Is Fukusuke trying to make him collapse by messing with his schedule and making him overwork himself..? I can't understand his intentions.
