I thought lv.5 human is working under lv.5 time?? Why ain't time doing anything?

Because time’s only interest is preserving the planet and their territory. It’s the same for the other races he has no interest in them because they aren’t harming the planet, Yuri said he’d put an end to it so he took a step back but the other monsters seem to be lead by l5 and the only one who seems capable to stop him is time who is doing god knows what rn.
