Guwon is super terrifying because he's not just an asshole who does evil things because he likes it, he has no morality standards in his head so he just ends up doing things without thinking and he doesn't know that in a society they'd be considered wrong or harmful. And everyone ended up going along with it so he never got challenged, even though by the first interactions of Guwon and teach, you can see that he's open to learn even if the truth is not agreeing with his view, as long as there is an explanation behind it that'd make it easier for him to grasp why other people think this way. I don't think he can fully regain people's trust after what he'd done but I like character development so I wish that teach just explained shit to Guwon openly, but doesn't seem like teach realizes that Guwon is actually willing to listen and learn, even though Guwon agreed with teach when teach told him Guwon was wrong. In other scenarios I'd be okay with Guwon being killed but I don't think I'd be safe for the town since Guwon is holding everything together. Instead, if someone explained everything to him, he could actually try to be a good leader (because he does want to be a good leader, it's just that he thinks that he's already good like he is) and apologize, properly try to make up for his wrongs. People would still resent him and that's completely valid, but at least they wouldn't suffer anymore if Guwon stopped with his shit.
