Yup. Just because it's not a normal occurrence, doesn't mean it can't happen. It could be atavism, or a trait from a really far back ancestor. It's just a bit more obvious when it happens to a predominantly Asian community, since our eyes and hairs are usually just brown and black.
Also might be a way from author/artist for us to easily distinguish the daughter from other characters LoL
