Guwon was just being cruelly pragmatic. Cruel sure, but pragmatic nonetheless, and as we can clearly see, it was very effective seeing that the town is completely safe and always has resources. If they hated Guwon's method, then just leave the town bruh. In fact, even better, make Guwon change his ways. It's very clear that Guwon is not right in the head.
