And for me jinwoo makes complete sense, I remember reading an article about something like this and they integrated a social experiment(paraphrasing obviously) -- Would you rather press the blue button which would secure yourself and if more than 50% of the population chooses this option the people who chose red button will automatically die OR would you rather press the red button and if more than 50% of the population chooses said button everyone lives.
The entire conversation reminds me SO much of this. Guwon is completely justified in his point of view of making sure that the town people are fine and stay in line so that they function like a normal society even in the ends of times even at the expense of people outside the town. Whereas, Jinwoo yearns for a society where everyone is an equal and no one person overpowers

For me, every words Guwon said totally make sense, for every seconds of peaceful time in the sencuntry, people who explore outside are risking their life just say everyone can leave and go as they like then how can safety be ensure?
