why is he looking for fog when he already figured out a way to create fog

bcs it isnt enough to compare to a real fog (as hayren said too ) , it also take up a lot of time to make them and as explained before , the method is only good in areas where the density of fog in the air is strong . So even if they do it , but there's not enough , its useless :)
