He was going for the most efficient way to clear the stage and it could have been a way to clear it, but it wasn't a humane way. Also one of the races did attack his, so somewhere the snails felt justified to enslave them when they won their war. Yeah this. Tho I would say he knows what's socially acceptable or not or he wouldn't have participated in the purging of religious fanatics (he didn't only participate to kill) so it's more like he is lacking inhibitors that could stop him like they stop other people.
