When Johannes married Shuri, society exploded into rumors about a middle-aged man marrying a 14 year-old. Basically, the belief that Johannes has been seduced by Shuli who was a low-bred tramp. Johannes and Shuli never acknowledged anything. However, Johannes wrote the letter to his wife's brother (who he had formed an extremely close relationship to), confining to him that he and Shuli were in no romantic or physical relationship and begging his brother-in-law to believe him as Johannes feared his stigma over anything else.
In the end, Johannes never sent the letter as he knew that no matter how badly he wanted his brother-in-law's understanding, he could never tell anyone that he and Shuli had never been intimate. In the story's society, never consummating the marriage means that Johannes and Shuli are not officially married. Shuli intends to reveal the fact that she and Johannes never were intimate in court, and by doing so, her marriage to Johannes will be null and void, allowing Jeremy to be placed in the head's position and escape the punishment of having his hand cut off. She need's the brother-in-law to testify that he received the letter from Johannes and support her statement.
