1) he doesn't love Rashta, ever. He just wanted to have an heir. Having a child with another noble woman would hurt Navier's position and the nobles with act up against her. It just turns out that Rashta was a slave not a commoner. (He used the same technique his father used to introduce his mistress)
I think he thought that Rashta would simply just go away after Navier adopt their kid.
2) everything would be so easy if he just investigated the poison that made Navier infertile.
East has way more many mages. One way or another, they would have found out a way to heal her, just like how Heinry healed her with mana stones.
But doing so would harm his mother.
Yeah, he chose his mother's reputation than Navier's.
Well, having a slave carry a royal child "hurt Navier's position" though, not to mention, she was even divorced. And being affectionate with the mistress in front of his legal wife, in front of the nobility, forget about "nobles with act up against her", she was like a laughing topic of nobility being played by a slave.
If he doesn't love Trashta, doesn't mean he cares about Navier, because if he do, he won't to it. Cheating is non-negotiable.
I mean, if it is a fellow noble woman who carry the child, then maybe it is worth fighting for the position but having a slave overthrow an empress not only hurt her as his wife but also a challenge as a noble woman.

I'm not trying to defend Ciel, but I'm giving him the benefit of the doubt for now.
I don't know, i think there's more to his backstory. He's a coerced war dog trapped in korea, and my theory is that they, the government and that fake ass bitch saintess, forced him to bond with the FL so that he can't get back at them since FL will be his only guide.
That's why he's paranoid every time that Fl goes out without telling him and can't fully trust her.
And about his possessiveness, I'm threading this like how I thread an Omegaverse story. Possessiveness and Obsession is a thing that you can't fight and more like an instincts. You just have to accept it since it looks like every esper is like that.

In the novel, he hated anyone from the government because he was trapped and FL was part of that government. He fell in love with her over time because of sincerity, but he was extremely worried that the government was always watching. He knew the government would use FL if they found out he cared for her. That’s why he made sure she was always near her and ignored her to protect her. Was it cruel of him, yes, but he had his reasons.
