It’s more of the appeal of high school. It represents youth and inexperience while still adapting to the adult world. It is relatable and idealistic. It’s always been popular because a lot of people are able to quickly and easily understand AND relate to the setting with very little explanation. To emphasize, because not everyone goes to college and many more have been to high school, it’s easier to have the audience relate to the manga (especially higher schoolers specifically)
