Depends on the author. Omegaverse is very lax with its guidelines.
I think it's depend on the author setting itself.
The earlier abo universe, where not many korean manhwa and only manga. I read story alpha x alpha and omega x omega where both alpha male can get pregnant and omega male can make another omega pregnant.
Usually the setting is alpha female is able to have pregnancy. But there's also a manga that I read where the female alpha was actually topping omega male.
So it's not something we can answer because abo setting are all different depend on authors universe setting
