Nah, they don't. Dion is just creepy lol. He could be argued as borderline incestuous, but Roxanna hates him, and nothing ever happens.
Dion is kind of obsessed with her but it is not love nor wanting to monopolize her. He, is described, that he really has a thing for seeing Roxane cry. He likes it not because he’s weird but because he himself does not feel anything so he finds astonishing that Roxana can still feel emotion. Dion is twisted and all but he wants to feel things, emotions, so he if is trying to see Roxane and be with her since she also grew up in the same environment but can still feel emotion. Also he knew that the ML was going to escape and has an idea that what was killed was not really the Ml. That goes to show that he cares for Roxane since he does not want to take what is precious to her. Even so, he really wants to see her cry or show some other kind of emotion so he often goes a bit too hard on the things he does.
Btw he had to kill the brother if not he was going to be killed by his father.
