He didn't take them from FL. FL left five year old children home alone for two days. Shadow took them because he thought they have something with rebels. Only when Emperor saw them for the first time, he recognized that they are his kids, bruh. What's he going to do, then? Bring them back to the house frequented by the rebels while FL is away?
Who said he was just using them? He was really nice to them.
He didn't even have time to care about them for you to see, because FL took them away from him before they were even born. So how can you know he wouldn't be the greatest dad in the world?

And anyone would be nice to a pair of little children, its not some surprising trait that he was nice to them. The FL ran away for good reason in my opinion, the man is a tyrant as it states in the title, he casted a spell on FL without her knowing and started appearing in her dreams continously, and he showed no interest in the children except for making them his heir. Not only that, the man has probably did horrible crimes in his past. All the FL wanted to do was live a peaceful and happy life with her children but that cannot be achieved because of the ML.
