First of all, this is a doujinshi and it's the author’s wish to change the age of the characters so they're not technically teenagers, even if it's canon they're 15,16 then in a doujinshi the author can create a totally different scenario where their ages exceed 18. If a person likes a ship where they are teenagers then they can definitely draw something nsfw of them where they reach 18+. That's literally how every doujinshi and fanwork of nsfw works. It's basically an AU of the characters.
