If you have been reading passion : raga from the beginning you should know by now what type of person Yuri is.He is a guy who never tried to see anyone with romantic eyes , Yuri is literally an angel. He's not a type of person who'd see a kid romantically out of everything.
Xinlu asked Yuri if there's any moment in Yuri's life he never was able to forget. Yuri didn't have any except for the moment he saw Xinlu under water. At that moment , Xinlu looked as perfect as fHe calls Xinlu "pretty as a flower" , "beautiful like a tropical sea fish". None of his compliments about Xinlu he made till now was inappropriate.

Yuri meant the "moment" and Xinlu asked "first love". Yuri doesn't have a "first love" but "an unforgettable memory" that resembles a pretty underwater flower.

Everytime he thinks of Xinlu in a romantic way, somehow that memory gets brought up. It's only natural for people to inquire about it lol.
Also, the scene you're referring to with the "tropical fish" is a scene that occurs when Xinlu is an adult, and Yuri is complimenting his swimming, so... No need to act overly cocky over a manhwa when you can't even get your info right?
I don't see why you have to get so offended over people asking questions because Yuri's romance so far has revolved around that memory of Xinlu, that's the first thing he remembers when he sees Xinlu, and that memory is brought yo several times, even as he states that Xinlu is his first love, he's thinking about Xinlu when he was a kid. I just think Yuri is an unconventional character, so when he said that, he wasn't viewing Xinlu in a lustful way because lust doesn't appeal to him
To be fair, I don't think Yuri is entirely viewing Xinlu from a lustful lens, because from the start he had never viewed him in that way. He's mostly focused on how beautiful he is and such. I do think it's odd that it's a memory that is reoccurring, especially during the time spent with Xinlu, where he often compliments Xinlu alongside complimenting Xinlu's younger self mentally... I was just really thrown off by the 'first love' thing but I just think Yuri doesn't have proper comprehension of romance and stuff, so he might've not thought of Xinlu that way and maybe was just complimenting, though I'm not sure. It's still pretty weird, but I wouldn't let it ruin your reading experience because apart from this detail, it's a very good manhwa and the dynamic is so complex and entertaining lol
