He can’t get to land if he doesn’t have any oxygen lol. The best course of action was to give him air and try to get to the surface
But he’s not getting to the land himself, it’s the top doing it. And they’re both underwater so any oxygen you push in isnt gonna reach the lungs or be of use without him being able to breathe on land or have any circulation
It’s called Paired Breathing and is one of my least favorite tropes though it does actually work irl to some degree it’s more about romantic tension than logic
