Hmmm, there's a manga that was adapted to an anime that had the same plot. The MC was the seme and he would rate others from the scale of 1-100. It was an office romance where one day both the MC and the ML(uke) had to go on a business trip and has to share the same room. The Uke looked very dull with long bangs on the front untill he came out taking a bath the MC felt for him (lol)

And the bully remembered that this person was scared of fireworks and rushed over to help this person. This all happened maybe in the middle or on the latest parts of the story.
