Her eyes don't work on him because of they get exited out, if I'm not mistaken, it's because he's from the first branch family of her jewel eyes.
"Excited out" makes no sense. Try not typing like a three year old. And yes her eyes work on him. He even said "you trying to use your eyes on me" at one point then says he trusts her. Because she had used the eyes.
Can you go to chapter 111 and reread it? I would love to hear your interpretation of that chapter.

I'm sorry （￣へ￣）you made a great point at what you said about ch111. I did go and look back on it and must have just brushed it off. So when I read ch130, where she uses her eyes and demands that he should die. Nothing happened because of the command she said. He then said he's had deja vu of that thrill and he liked the feeling, I thought it just meant that her eye power doesn't work on them, since she never used it on them in their past life. But looking at ch 111 now and rereading ch 130, I think he was just able to noticed that he's felt that sensation because and enjoyed the feeling now that he's been influenced by the eyes prohaps....is that what your also getting (￣∇￣") maybe?
She explains in that chapter and chapter 67 that there are some limitations. It sounds like "causing extreme harm" and when the person doesn't trust her at all are limitations so far that I remember. It's not a thrill factor, I don't believe. If that were the case, why didn't she use them in her first life to save herself?
Notice how in the whole arc where Nerys is deceiving the two red-heads (I can't remember when it exactly starts, but it's around chapter 70 and ends around chapter 90-100.), their personality can change or they can be more open about their thoughts. Or even before, in chapter 67, if they trust her even a little, she can get answers out of them or make them avoid her.
So when Nell is "under the influence" after chapter 111, he seems to always be defending her and taking her side for reasons he can't even fully explain. Even now when she curses him, he can't stay away because he thinks she is the key to success. Nerys isn't acting like how I thought she would and use her eyes on him to go away like she did before... so there must be more limitations we're not aware of.

I remember that in the novel, the scene about big sejin and Eugene making chicken soup for moondae is quite sad (?), mellow, and heartwarming. I think I was tearing up a little.
