It's most definitely not legal in-universe, as this is a black market setting, but it's radically realistic. Lytro cannot single handedly stop a whole system.
I think if it grossed people out, then it was effective. Because even in real life, these things happened for centuries in many places.
But to answer more plainly, lets say Lytro does try to attack these men, there's nothing stopping them from calling more men in from the rest of the circus. He's here alone, and the worst-case scenario is he gets himself, Malaki and the kids killed by direct intervention.

Well if you see it in his pov, he has been holding back from the moment he met her again. When people being close to her, when he being declared favorism (by the girls), when she prioritized some other people over him, etc.. it would be natural for him to feel pressured and unfair , even bitter when he’s been the one putting her above everyone when she’s putting everyone above her - he might think his position is even behind some people.
Ive seen enough manga/manhwa where the parent/guardian becomes a partner of the person they've raised for this to stress me out.
Even if this is quite a common trope (why is it common, wtf is the world on???), it disgusts me everytime. Because this isnt just the puppy love, there is an adult behind the manhwa who wrote this character who views these kids as his children and always mention them as his adoptive dependents AND went on to make one of the young girls insist she wants to marry him.
Even if the mc doesn't feel the same way, I see the man that wrote this and drew this and feel grossed out.
