21 yr old here! My best advice is to just be straightforward with the person.
“Hello, so I’ve seen you around and I’’ interested in you. If its okay, would you like to get to know each other?”
Or something along the lines! Especially if the other person is older, you want to make things clear or they’ll never know your intentions.
