No I think at most they kissed, it wasn’t entirely clear but the problem was more about the fact people saw them together which he knew would make this hard for naviers claim as empress it legitimises the other one and caused problems, especially since he knew the other lady liked him, and knew now she’d be more bold despite making himself clear. So it was less about what he did or didn’t do she trusts him. It’s more about the circumstances around it making their lives difficult.
For Heinry, he doesn’t want her to be hated in his home, she just came from a hostile place, he wanted her to feel safe and welcomed, he promised her that she’d be welcomed and enjoy her time there that she wouldn’t have difficulties and wouldn’t have regrets. That drugging drama made him break his promise, shattered the illusion that this was a stress free option for her, and he’s scared she’ll regret coming with him.
