I get a sense of the concept of the story from the cover, that's what it's there for. Like trailer for a show. And accordingly i decide if I want to give it a read. I also look at the summary. That's different from 'judging'. But do I judge it as per the cover? No. That would be hasty and very premature. The judgment has characteristics of :

Yes. That’s literally what the cover is for. It’s supposed to convey some degree of context about the story inside and grab your attention. Nine times out of ten, I’m usually right in my judgment. And honestly, sometimes even the names themselves (albeit in very specific cases) are enough, too.
