Because the wager is his to keep at whim. That wager is nothing more than a verbal agreement he could just ignore.
I think she wants to ask a few questions like his pov of what is going on, why he did what he did, etc?
Another thing, the wager is more of a plea as well, because Rose isn't someone chained by contracts or anything, he has freedom and there's no rules attached to his existence.
