I agree with the statement you made that ears and tails are not furry--that would more likely be hinting of a catboy/girl or puppyboy/girl (the online term of this is called a kemonomimi)--but Matsusan, the commenter, is implying otherwise. In order to be classified as the furry you probably see online it would need to have the full face, yes, but furries are by definition any anthropomorphic cosplay, which ears and tails do indeed qualify to!
