as a south indian.. i'm pretty sure you can get a tc from whatever sem you are presently in. there is no rule that states that u have to complete all 4 years to get a tc.... ppl change their mind all the time so.. if u submit a request. i'm sure they will start the process.. but of...... reply
I don't know about my best friend but it has happened all the time with my sister.. she is much prettier than me and she always steals the show without a hitch. ppl like me shy and introverted don't even stand a chance.
