Why did her apparent power to cause pain get used twice and then dropped?

She has had the power to cripple Hime during any of their face to face encounters, and the personnel backing to make that witch disappear
The main villain should’ve been defeated by now. Secondary villain arcs, political intrigue, and post-war rebuilding (in addition to romance between our lovely main couple) could all still be explored while Hime rots in a cell somewhere
All that said, I only have so many complaints because I like this story enough to care lol
I think one or two of the kinks I have are pretty rare as they are uber specific.
The seme sort of corners the uke and masturbates in front of him. I don’t recall how, but this gets more or less brushed under the rug and uke allows himself to be alone with the seme, only for the exact same thing to happen again
