You're absolutely right. Yeonjo still hasn't learned the weight of importance placed on your shoulders when you make someone lie to a dangerous man like the governor. He's behaved selfishly and carelessly with someone else's life. This whole scene was eye opening for him in many ways. He'll think twice about using someone else for cover now. (I sound ruthless but it's the truth... And I've seen the raws lol)

and its not just a matter of how good he is, he is a governor, he holds a certain reputation, respect. if the servant of his servant does him wrong its almost like he has to punish them or ag least discipline, because if he didn't then he wouldn't be feared and basically enable others to do the same.
