For me, it's the characters; I believe the characters guide the story. If I don't connect with them despite this amazing world building, beautiful art or crazy plot twists, I will drop it.

I will also continue reading trashy manhwa if I adore the characters. That's a dime-a-dozen though as if the story is trash, the characters are trash ┑(￣∇ ￣)┍

for bls i prefer well written characters even if the plot is basic, although an interesting plot is a huge plus. i dont expect a masterpiece from bl so even having characters that are well written makes it good lol
