No-he is still F class, only the skill "forge" is S class or was it double S?, but because of all the labour he does to make weapon his physics resembles that of a C-D class, u cannot change ur awaken rank (u see how it malfunction for Noah when yoojin first met him) but you can get S rank skill or improve ur overall stats.
But he's the best of his profession and makes top quality items, I think he deserves recognition as an S Class, even if it's non-combat. ╮(￣▽￣)╭
The forge skill is SS-rank and They didn't explicitly say that his rank changed but in chapter 44 they mentioned that his stats are now C- rank.
