I've been liking this dude for about 7-8 years already. When I want to confessed he won't be around, then he pop up out of nowhere when I already have up on him.

As straightforwardly as possible. Be clear with your intentions. Don't be vague, it might give him hope. Give him the space he needs to get over you. It might take a while before you two could be friends again but it's better than completely cutting off the relationship, if that is what you want.
